The European Commission's 2026 work programme, also known as "Europe's moment of independence," keeps energy high on the agenda. It builds on recent initiatives—the Clean Industry Pact and the Affordable Energy Action Plan—to accelerate Europe's energy transition, supporting competitiveness, growth, and independence.

Key energy initiatives for 2026 in summary

Electrification and energy security strategy (Q1 2026):

A new Electrification Strategy (including specific measures for heating and cooling) and an Energy Security Package are planned for early 2026. These will further boost grid integration and renewable energy, helping to decarbonize buildings and strengthen security of supply.

Energy Union Renewal (2S 2026):

In the second half of 2026, the Commission will propose updated post-2030 targets for the Energy Union. Renewed legislation is expected, including a strengthened Renewable Energy Directive (RED), a new Energy Efficiency Directive (EED), and improved governance of the single energy market. Legislation on CO2 transport infrastructure and markets will also be addressed—a crucial issue for the development of carbon capture and storage technologies for heavy industry.

Fusion energy roadmap:

For the first time, the EU will establish a strategy to launch fusion energy in Europe. This long-term plan for commercial fusion power plants is included in the agenda, marking a significant step towards innovative clean energy sources.

Energy bus (2Q 2026):

The so-called "Energy Omnibus" aims to simplify and modernize EU energy rules. Scheduled for the second quarter of 2026, it will streamline legislation on energy products and reduce red tape in many areas of the energy sector.

Action Plan for Affordable Energy:

A comprehensive strategy to make EU energy cheaper and more competitive through four key pillars. Its aim is to reduce energy costs for households and industry (through cheaper bills, efficient grids, more renewables, and better efficiency); complete the Energy Union (deeper market integration and unified governance); attract investment (through support contracts and financing); and strengthen resilience to potential energy crises.

Pact for a clean industry:

Launched in February 2025, this pact "turns decarbonization into an engine of growth" for industry. It includes support for energy-intensive sectors, funding for clean manufacturing, and concrete steps to reduce industrial energy prices while creating quality jobs.

Each of these initiatives is open to input from stakeholders (public consultations have already begun on many proposals). Together, they reinforce the EU's commitment to a cleaner and more efficient energy sector. The 2026 roadmap highlights the objectives of accelerating the transition to clean energy and making Europe's energy supply more affordable and resilient.

The 2026 Agenda charts a bold course to secure Europe's energy future. By lowering energy costs for households, businesses, and industry, the EU is strengthening energy affordability as a pillar of competitiveness. Accelerating the rollout of renewables and electrification will help replace expensive fossil fuels, while deeper market integration, through cross-border grid interconnections, will ensure better price stability and a balanced supply. Improving efficiency and reducing reliance on imports are also crucial to making Europe's energy system more resilient and economically sustainable.
